Gaza deve vivere per la vita di tutta la Palestina

La vita della popolazione di Gaza è seriamente messa in pericolo e noi, cittadini/e del mondo, associazioni, gruppi, non credenti e credenti di fedi diverse, sentiamo la responsabilità di agire laddove le Risoluzioni hanno fallito, e porre all’attenzione internazionale questo lento genocidio.

Prima di tutto il nostro sguardo si appunta sull'assedio, imposto dalle Autorità israeliane e attivamente sostenuto dal Governo Egiziano. Con un concorso di colpa anche di quei loro alleati che, in modo attivo o passivo, persistono nel privare la popolazione di Gaza  dei diritti umani, dì rifornimenti essenziali, di medicine, di trattamento del sistema fognario, di acqua potabile ed elettricità, di libertà di movimento.

Non si tratta di una catastrofe naturale, ma prodotta dall'uomo.

Il lento strangolamento di Gaza mette in luce non solo il sacrificio di quella popolazione civile, ma mette in gioco anche le nozioni di autonomia, libertà, in quanto diritti universali e la sopravvivenza stessa della Palestina.

Come cittadini/e del mondo, la nostra responsabilità e il nostro interesse nei confronti del popolo di Gaza è chiedere la sua liberazione, passo essenziale per la liberazione e la conservazione della Palestina.

Alla domanda di coloro che chiedono “Ma chi ci guadagna dalla sopravvivenza di Gaza?” le risposte sono ovvie: i quasi due milioni di esseri umani che vivono a Gaza, e i tre milioni di esseri umani che vivono in Cisgiordania e a Gerusalemme.

Gaza è sotto assedio da 10 anni. L'accordo per il cessate il fuoco del 2014 tra il Governo di Gaza e diverse fazioni palestinesi  e le Autorità israeliane, comprendeva negoziati per aprire le frontiere di terra e fornire un porto di mare, in modo tale da alleggerire l'assedio.
Nei tre anni successivi, con rare eccezioni di qualche atto irresponsabile, Gaza per parte sua ha onorato l'accordo. Ma non è avvenuto lo stesso da parte di Israele: attacchi di bassa intensità, dalla terra, dal mare e dall'aria quasi quotidiani e uccisioni di almeno 30 abitanti di Gaza, tra cui pescatori. E le Autorità egiziane, invece di mettere in pratica l'accordo da loro favorito, hanno stretto l'assedio e aumentato la sofferenza, bombardando e allagando tunnels e mettendo in pratica una quasi totale chiusura della loro frontiera con Gaza, l'unico punto di transito alternativo per persone, cibo, medicine e molti rifornimenti civili la cui entrata non è permessa dal confine israeliano.

Israele non ha  rispettato nemmeno gli accordi elaborati con le Nazioni Unite per l'entrata dei materiali da costruzione per ricostruire le migliaia di case distrutte dalle sue ultime aggressioni militari.

Si contano ormai centinaia di morti per mancanza di medicine, di cure come radioterapia e chemioterapia, per mancanza di strumenti per la diagnostica e la cura, e aumenteranno inevitabilmente per l'inquinamento ambientale, la povertà e la conseguente malnutrizione dei settori più fragili della popolazione, in particolare i bambini. La carenza di elettricità, carburante, la mancanza di  fognature e di acqua potabile è insostenibile e insopportabile, e incide sulla salute pubblica. Il crollo delle attività produttive e commerciali causa  oltre il 40% di disoccupazione, con la conseguente disperazione di una popolazione per lo più giovane.

L'Unione Europea, attualmente silenziosa, non è stata neanche in grado di mantenere i suoi impegni preesistenti. Ancor più chiaro il suo fallimento nel tenere aperto il passaggio di Rafah secondo il meccanismo ancora attivo EUBAM. Analogamente è stato abbandonato un progetto approvato per un porto a Gaza. Entrambi questi impegni erano contenuti negli accordi 2014 per la cessazione delle ostilità.

Le Nazioni Unite hanno fallito nell’emanazione delle loro tante Risoluzioni, in quanto Israele non ne ha mai rispettata nessuna, senza per questo subire sanzioni.

Anche i recenti appelli del Palestinian Human Rights Organisations Council (PHROC), dei Physicians for human rights, la denuncia di Gisha e le tante denunce che si susseguono, ci sollecitano a sviluppare una campagna internazionale per Gaza, non solo con richieste sull'emergenza, ma presentando una lista di bisogni strutturali da soddisfare.

La lista degli interventi è lunga – perché l'inazione di fronte alle tante violazioni dei diritti umani è stata ancora più lunga. E crescerà, se non interviene un cambiamento. Ma il tempo per agire è breve se si vuole che le decisioni siano efficaci.

I diritti alla salute e alla vita possono essere garantiti solo da un sistema sanitario pienamente funzionante, dalla fornitura di infrastrutture essenziali, da una economia che funzioni. Sono condizioni che, secondo il Diritto Umanitario internazionale dovrebbero essere fornite dalle autorità occupanti, ma in mancanza di scadenze vincolanti e senza sanzioni il Diritto umanitario internazionale è stato  disprezzato e violato troppo a lungo, fino ad essere reso “inutile”. Adesso il tempo è scaduto.

Mentre si concerta un piano integrato per la messa a disposizione di strumenti e si fanno i primi passi per una pressione internazionale sulle Autorità israeliane affinché adempiano alle loro responsabilità e obblighi derivanti dal Diritto internazionale, è necessario essere pronti a rispondere direttamente ai bisogni fondamentali del popolo palestinese e farlo in un quadro di indipendenza dal chi queste necessità nega, mantenendo l'assedio.

Dunque chiediamo alla Comunità internazionale degli Stati, alla Unione Europea e alle Nazioni Unite di agire immediatamente e per un piano di azione a lungo termine. Ci sono già fondi congelati e progetti per rispondere a molte di queste richieste.

- Fornitura immediata e stabile di medicine, presidi medico chirurgici, strumentazione medica e sue componenti, per ripristinare molto rapidamente quanto manca per provvedere alla salute e garantirne il mantenimento.

- Immediata disposizione di una linea stabile di fornitura di carburante per generare energia e nuovi cavi per coprire le necessità, mentre a Gaza si ricostruisce un secondo impianto di produzione

- Apertura immediata e stabile 24/7 del passaggio di Rafah attraverso EUBAM.

-Impianti di desalinizzazione costruiti secondo le tecniche e le misure adeguate a provvedere acqua potabile per l'intera comunità.

- Costruzione del porto e nel frattempo attivazione temporanea di un  servizio di piccoli battelli per passeggeri e piccoli carichi, con la terra più vicina, Cipro.

- Fornitura di impianti di energia solare per tutte le strutture ospedaliere che servono più di 500 pazienti al mese e  ai dipartimenti per cure specialistiche avanzate indipendentemente dal numero di pazienti e, nel frattempo, fornitura temporanea di carburante per coprire le necessità dai generatori esistenti.

- Fornitura di cemento ed altri materiali necessari per la ricostruzione delle abitazioni, già accertate da Nazioni Unite e UNRWA.

- Ricostruzione ed espansione, come necessaria, del distrutto sistema fognario.

- Costruzione di servizi e impianti di riciclaggio e smaltimento dei rifiuti

- Garantire accesso indipendente alla comunicazione satellitare e telefonica

- Garantire la possibilità di produrre e utilizzare prodotti locali per scambi economici con l'estero, per la compravendita di prodotti per il consumo sul mercato libero

Se si verificano queste condizioni il lavoro potrà ricominciare e anche il settore dell'istruzione migliorerà, a Gaza tornerà la circolazione di beni e danaro, e i giovani potranno avere un futuro.

Non è più accettabile il lento genocidio imposto al popolo di Gaza.

La libertà di vivere del popolo di Gaza è la sola sana leva  per un processo democratico in Palestina e per la autodeterminazione del suo popolo.

Dunque è anche il solo piano realistico per la pace. Agire adesso!

Call for support of a world-wide campaign for Gaza

The life of the people of Gaza is seriously endangered and we, people of the world, associations, groups and religious denominations share the responsibility to act where past Resolutions have failed, and make sure this slow genocide finds its place on the international agenda.

First and foremost, our sights must be on the siege, imposed by the Israeli authorities and actively supported by the Egyptian government.  Culpability is also shared by those of their allies who, actively or passively, persist in colluding to deprive Gaza’s people of human rights, essential supplies, medicines, sewage treatment, drinkable water, energy and freedom of movement.

This is not a natural catastrophe, but a man-made one.
Gaza’s slow strangulation highlights not only the sacrifice of the civilians there, but also what hopes may be left for autonomy, freedom and the survival of Palestine.


As world citizens, who are now seriously concerned about the plight of the people of Gaza, feel it is our responsibility to demand their liberation, an essential step towards the liberation and preservation of Palestine.

To those who ask, "Who profits from Gaza staying alive?" the answers are obvious: two millions human beings living in Gaza and three million human beings living in the West Bank and East Jerusalem.

Gaza has been under siege for 10 years now. The 2014 ceasefire agreement between the Gaza Government and factions and the Israeli government included negotiations to open its land borders and provide a seaport, thus providing some relief from the siege.

Over the following three years, with some rare exceptions carried out by rogue actors, Gaza has honored its side of the deal. Not so the Israelis: low intensity attacks from land, sea and air have been an almost-daily occurrence, and have killed at least 30 Gazans, including fishermen. Rather than enforce the agreement brokered by them, the Egyptian authorities have tightened the siege and increased the suffering by bombing and flooding tunnels, and implementing an almost total closure of Rafah Crossing, the only alternative transit point for people, food, medicines and many other civilian supplies not permitted entry by Israel.

Not even the elaborate agreements reached with the UN for the entry of construction materials to rebuild the thousands of destroyed homes have been respected by Israel.

Hundreds of deaths have already resulted from a lack of medicines, of treatments such as radiotherapy and chemotherapy, and of instruments for diagnostics and care, and more will inevitably result from environmental contamination, poverty and consequent poor nutrition of the most fragile sectors of the population, especially children. The electricity, fuel, sewage and water situations have become unbearable and untenable,  impacting severely on public health. The collapse of productive and commercial activities has resulted in an unemployment rate of over 40% and a consequent sense of despair among the population, affecting mostly the youth.

The currently silent European Union has failed to maintain even its pre-existing commitments. Most obvious is its failure to keep the Rafah border open, under the still-active EUBAM mechanism. Similarly, it has abandoned an approved project for a Gaza seaport. Both of these were contained in the 2014 agreements for the cessation of hostilities.

The UN has failed to implement its many Resolutions.

We have been urged to act also by the most recent calls of the PHROC (Palestinian Human Rights Organizations Council), Physicians for Human Rights and by the condemnation expressed  by Gisha (Israeli Legal Center for the Freedom of Movement in the Occupied Palestinian Territories) and the many others now being issued, to build up an international campaign for Gaza that presents not only emergency requests, but a list of structural needs to be satisfied..

The list of the interventions is long – because inaction has persisted even longer. And it will just keep mounting until change occurs.
But the time to act and provide what is so urgently need is short.

The right to health, and to life,  can only be guaranteed by a fully-functioning health system, by the provision of essential infrastructure and by a functioning economy. These should be provided by the authorities enforcing the siege. With no firm deadlines or sanctions in place, the humanitarian international laws requiring the occupying entity to provide to the needs of the occupied population have been disregarded and violated for too long;  time has now run out.

In the establishment of an integrated plan for the provision of tools, to accompany the first step in exercising international pressure on the Israeli authorities to fulfill their responsibilities and obligations under international law, it will be necessary to be ready to directly meet the Palestinian people’s essential needs and to do so within a framework that is independent of the parties denying these needs and upholding the siege.

So, we ask the international community of States, the European Union and the UN to act immediately and on a  long-term plan of action. There are already frozen funds and approved projects that could accommodate many of the following requests:

- Immediate and stable supply of medicines, medical surgical devices, instruments and their parts, to restore very rapidly the deficits in provision of health services, and grant their maintenance.

- Immediate provision of a stable supply line of fuel to generate energy and of new energy cables to cover needs  during  construction of a second power plant  in Gaza.

- Immediate, stabilized 24/7 opening of the Rafha border by EUBAM.

- Construction of a desalination plant of the size needed to provide drinking water for the whole community.

- Construction of the promised sea port while temporarily ensuring the activation of a small passenger and small items vessel service between Gaza and Cyprus.

- Provision of solar energy plants for all hospital structures serving more than 500 patients/month and for advanced specialist care departments regardless of the number of patients treated, and, in the interim, temporary provision of fuel to cover the requirements of existing generators.

- Delivery of cement and other items needed for housing reconstruction  as  already ascertained by the UN and UNRWA.

- Reconstruction of the destroyed sewage system and its expansion to meet the population’s needs.

- Establishing and building rubbish recycling and disposal services and plants.

- Granting independent access to satellite and telephone communications.

- Granting the possibility to produce and use local products for trade abroad and to purchase consumer goods from on the free market.

If any of the above requests are met work will restart and the education sector will also see improvements; the circulation of money and goods will make a return in Gaza, and young people may once more have a future to look forward to.

The slow genocide being imposed on the people of Gaza can no longer be accepted.
A free Gaza represents the only healthy leverage in the forging of a democratic process in Palestine and its self determination.

Hence it is also the only realistic plan for peace. Act now!
